Short-term IT Specialist (UXP Implementation)

Project background

The purpose of the USAID/Fiscal Reform for a Strong Tunisia (FIRST) project is to provide technical assistance and capacity building to key Government of Tunisia (GoT) institutions, particularly the Ministry of Finance (MOF), to strengthen the fiscal foundations for sustainable and inclusive growth. FIRST will help the MOF develop the capacity to formulate sound, predictable, and fair revenue policies. It will also support the MOF in modernizing tax administration and enhancing its ability to effectively, efficiently, and transparently carry out its revenue collection mandate. Lastly, it will strategically assist the GoT to use targeted analysis to advance key policy reforms that enhance efficiencies in government administration, improve the targeting of social spending, and increase fiscal space for priority investment and service delivery.

The Short-term IT Specialist will report to the ICT Specialist and support activities under the project’s Unified Exchange Platform (UXP) implementation. UXP is a secure and reliable data exchange platform that retains the autonomy of member entities and functions on a decentralized infrastructure. It has been operating as the e-government backbone in Estonia since 2001 and has been successfully deployed in several other countries to enable and/or enhance e-government services. The Tunisian MOF recently confirmed its will to deploy UXP for its data exchange purposes.

Position description

The IT Specialist will work closely with the ICT Specialist to support UXP implementation under Component 1: “Improve the efficiency, transparency and cost of compliance of tax administration”.

Responsibilities:

  • Assist the ICT Specialist with overall project management of the UXP implementation
  • Work closely with UXP supplier, Cybernetica, on system planning, system configurations, and roll out of UXP in partner institutions within the GoT
  • Advise on data-center assessments and purchase and maintenance of all technical IT hardware and software pertaining to UXP
  • Assist with technical specifications and cost proposals for procurement of technical IT equipment and contractual services pertaining to UXP implementation

Qualifications

  • Degree in computer engineering, computer science, or related field; master’s degree preferred
  • 3-5 years of experience in IT-related positions with strong systems experience
  • IT project management skills
  • Fluency in English, French, and Arabic
  • Sound understanding of data governance and information technology general controls
  • Very good command of MS Visio and the MS Office tool suite (Power Point, Excel, Word…)
  • Experience with data exchange, internal and external is a plus

Reporting

The IT Specialist will report to the ICT Specialist.

Working conditions / Special considerations

This assignment will be based in Tunis, Tunisia with potential travel to regional locations depending on project needs.
