Project background

The purpose of the USAID/Fiscal Reform for a Strong Tunisia project is to provide technical assistance and capacity building to key Government of Tunisia (GoT) institutions, particularly the Ministry of Finance (MOF), to strengthen the fiscal foundations for sustainable and inclusive growth. FIRST will help the MOF develop the capacity to formulate sound, predictable, and fair revenue policies. It will also support the MOF in modernizing tax administration and enhancing its ability to effectively, efficiently, and transparently carry out its revenue collection mandate. Lastly, it will strategically assist the GoT to use targeted analysis to advance key policy reforms that enhance efficiencies in government administration, improve the targeting of social spending, and increase fiscal space for priority investment and service delivery.

The Other Fiscal Reforms Component will support MOF to strengthen its capacity to address and enhance fiscal policy and management priorities. These include working to address fiscal needs to increase non-tax revenues, input expenditure control measures, fiscal decentralization as well as improving management functions within MOF’s relevant units.

Position description

The Deputy Fiscal Reforms Team Leader is responsible for coordinating and managing fiscal reform activities, in consultation with the team lead, and will ensure adherence to U.S. government regulations and Chemonics’ corporate and field office policies.

Responsibilities:

  • Delivery of technical assistance to the Ministry of Finance in coordination with the Fiscal Reforms Team Leader:
    • The Deputy Fiscal Reforms Team Leader will work with the MOF to build the capacity of relevant units and develop tools in the context of medium-term approach to budget development and expenditure framework;
    • S/he will work with the team leader and consultants to build the analytic capacity of Fiscal Analysis Unit (FAU) and other relevant units through trainings and workshop activities;
    • o S/he will coordinate activities that provide independent analysis of key policy issues that provide a sound basis for immediate policy reform needs including impact on public expenditures and related socio-economic impacts; 
    • S/he will support MOF in increasing its transparency and good governance efforts; and 
    • S/he will be responsible for implementing the work plan and will be accountable for the proposed deliverables and outcomes.

Qualifications

  • Master’s degree or higher preferred. Advanced degree preferred in business administration, economics, finance, or related field.
  • Minimum of 10-15 years of experience working in the relevant technical areas and working with government, public sector and private sector stakeholders highly preferred. At least 5 years of experience preferred in the analysis of the fiscal effects of GoT laws, rules and regulations.
  • Sound understanding of GoT’s fiscal processes as well as key operating procedures used by the General Directorate of Taxes and other MOF directorates.
  • Demonstrated effective interpersonal skills, pro-activeness, creative problem-solving and ethical management.
  • Experience working with international donors and knowledge of Federal Government policies and procedures.
  • Fluency in English and French required, fluency in Arabic highly preferred.

Reporting

The Deputy Fiscal Reforms Team Leader will report to the Tax Policy and Fiscal Reforms Team Leader.

Working conditions/special considerations

This assignment will be based in Tunis, Tunisia with potential travel to regional locations pending project needs. The office maintains a five-day work week. Overtime is not authorized.
